Aligned with the Global Dialogue on Human Rights & Sustainable Futures, ICT Lawyers’ Guild Sri Lanka and Lincoln Global Law Chambers (India) have signed an MoU to strengthen cross-border cooperation in ICT law, digital governance, and cyber justice. The MoU was signed in the presence of Dr. Sunil D.B. Abeyaratne, Chairman - ICT Lawyer's Guild Sri Lanka and Founder and Managing Partner of Lincoln Global Law Chambers (LGLC) Advocate R Prabhakaran.
Following discussions at the IVHRD Conference at the Colombo Lotus Tower, the partnership will advance joint research, policy dialogue, capacity building, and knowledge exchange in AI regulation, data protection, and cybersecurity—driving innovation rooted in justice, accountability, and human dignity.

- Prabhakaran Ramachandran, Chairman & Managing Partner, Lincoln Global Law Chambers, is a globally respected legal leader who brings over two decades of international legal excellence. Dr. Sunil D. B. Abeyaratne
- Dr. Sunil D. B. Abeyaratne is a leading Sri Lankan Attorney-at-Law, International Commercial Arbitrator, and academic, widely recognized for his expertise in Information and Communication Technology (ICT) law. He currently serves as Chairman of the ICT Lawyers’ Guild of Sri Lanka and chairs the ICT Law Committee of the Organization of Professional Associations (OPA) of Sri Lanka.
- His leadership roles include serving as former Secretary of the Bar Association of Sri Lanka (2006–2008). Dr. Abeyaratne specializes in IT law, digital forensics, artificial intelligence, cybersecurity, and data protection. He is academically associated with the Faculty of Law, University of Colombo, and is a member of the Law Commission of Sri Lanka.
- Internationally, he serves as Co-Chair of the LAWASIA Communications and IT Law Committee and works as an international commercial arbitrator. His work actively addresses contemporary challenges such as technology-facilitated gender-based violence, cybercrime, and digital governance, contributing to policy development and legal reform in the digital domain.
